摘要
利用2006—2019年中国280个地级市的面板数据建立双重差分模型,采用渐进双重差分法及PSM-DID法检验低碳试点政策对城市生态效率的影响,从地区划分和环境质量差异视角探讨低碳试点政策对城市生态效率的影响。研究结果表明,低碳试点政策对城市生态效率的提升具有极高的显著性,东部地区的政策影响效应最为显著,中部地区次之,西部地区的政策影响效应并不显著,环境质量较低的城市对低碳试点政策更为敏感,政策的影响效应更显著。当前,低碳城市建设的资金投入远小于其经济收益,实现了经济效益和社会效益的良性互动。
The study uses the panel data of 280 prefecture-level cities in China from 2006 to 2019 to establish a difference-difference model.Then the study uses progressive difference-difference method and PSM-DID method to examine the impact of pilot low-carbon policies on urban eco-efficiency,and explores the impact of pilot low-carbon policies on urban eco-efficiency from the perspective of regional division and environmental quality differences.The results show that the low-carbon pilot policy has a very significant effect on the improvement of urban ecological efficiency,and the eastern region has the most significant effect,followed by the central region.The effect of policies in the western region is not significant,and cities with lower environmental quality are more sensitive to the pilot low-carbon policies,and the impact of policies is more significant.At present,the capital investment of low-carbon city construction is far less than its economic benefits,achieving a positive interaction between economic and social benefits.
