摘要
开展老年学习成果认证,对激发老年人持续学习动力,建设学习型社会,推进积极老龄化政策的落实及促进社会的和谐稳定具有重要意义。文章介绍了老年学习成果的三种类型,并从学分银行建设的八个基本要素及北京市开展学分银行建设的探索实践进行分析,总结了当前开展老年学习成果认证中存在的主要问题,并从制定出台相关政策法规、做好组织架构的顶层设计、推进认证平台建设与学习资源开发、制定并出台科学规范的认证标准和方法、制定学习成果转换办法与激励机制共五个方面提出了对策建议。
To carry out learning achievement certification for the elderly is of great significance for motivating the elderly to continue learning,building a learning society,implementing policies for active aging,and maintaining social harmony and stability.This paper introduces the three types of learning outcomes and analyzes the credit bank construction in Beijing as well as the eight basic elements of the credit bank.It also points out the existing problems about the certification system and proposes five corresponding solutions:formulating related policies and regulations,creating top-level design for the organizational structure,promoting the construction of the certification platform and the development of learning resources,setting scientific and standardized certification criteria and methods,establishing learning achievement transformation methods and incentive mechanism.
