宁波高新技术企业扶持政策的对策建议

高新技术企业作为经济高质量发展的核心力量,有效扶持和引导高新技术企业持续稳定发展,不仅为地区创新提供了动力,而且其创新溢出效应也是地区经济社会发展核心竞争力的一个来源。宁波近年来,密集出台了各类高新技术企业扶持政策,效果显著,但同时在政策实施细则出台、政策的连续性及针对性等方面也存在诸多短板。本研究着重分析了宁波高新技术企业扶持政策中的主要短板,并提出了主要参考对策。

High-tech enterprises as the core force of high-quality economic development,effective support and guidance for the high-tech enterprises not only provide the impetus for regional innovation,but also its innovation spillover effect is a source of core competitiveness of regional economic and social development.In recent years,Ningbo has intensively introduced various policies to support high-tech enterprises with remarkable effects,but there are many shortcomings in the introduction of policy implementation details,policy continuity and targeting.This study focuses on the main shortcomings of Ningbo’s high-tech enterprise support policies and proposes the main reference countermeasures.
