粤港澳大湾区语言产业的现状考察与发展思路

The status Investigation and development ideas of the language industry in the Guangdong-Hong Kong-Macao Greater Bay Area

在粤港澳大湾区建设目标的实现过程中,不同主体之间的经贸往来、沟通交流皆以语言文字为基础,涉及语言(含方言)众多,相应地对语言产品与服务的供给能力提出了很高的要求。因此,明确语言产业的重要功能,理清语言产业的需求特性,调查语言产业的供给现状,制定语言产业的发展策略,是推动粤港澳大湾区发展的现实需要。首先,综合人口流动、经贸往来、文化融合以及宏观战略规划等因素,粤港澳大湾区的语言需求具有丰富多样、持久旺盛等特性,在语言技术研发及语言环境建设等方面需求较大。其次,通过全行业数据调查与统计得到,2019年粤港澳大湾区语言产业总产值近2000亿元,尤其是语言技术业、语言培训业、语言创意业拥有百亿级产值规模,且辐射带动力强。在此基础上,从国家战略视角对粤港澳大湾区语言产业的高质量发展提出3点思路:一是充分认识并发挥语言产业在粤港澳大湾区建设中的重要功能;二是开展针对粤港澳大湾区语言产业的专门研究,制定语言产业发展中长期规划,将丰富的语言资源转换为语言经济资源;三是明确粤港澳大湾区语言产业发展的具体任务,重点发展语言技术行业,繁荣发展语言文化传播,激活粤港澳传统和新兴语言行业,为粤港澳大湾区的经济、人文和社会发展提供支撑。

In the process of realizing the goal of the Guangdong-Hong Kong-Macao Greater Bay Area,the economic and trade exchanges and communication between different subjects are based on language and writing,involving a large number of languages(including dialects),which correspondingly put forward high requirements on the supply capacity of language products and services.Therefore,clarifying the important functions of the language industry,carding the demand characteristics of the language industry,investigating the current supply situation of the language industry,and formulating development strategies for the language industry are the practical needs of promoting the development of the Guangdong-Hong Kong-Macao Greater Bay Area.First of all,taking into account factors such as population flow,economic and trade exchanges,cultural integration and macro-strategic planning,the Greater Bay Area has a rich,diverse and enduring demand for language,and a great demand for language technology research and development and language environment construction.Secondly,according to industry-wide data survey and statistics,the total output value of the language industry in the Guangdong-Hong Kong-Macao Greater Bay Area in 2019 is nearly 200 billion yuan,especially the language technology industry,language training industry and language creative industry have a output value scale of 10 billion yuan,and the radiation is strong.On this basis,from the perspective of national strategy,three ideas are proposed for the high-quality development of the language industry in the Guangdong-Hong Kong-Macao Greater Bay Area:First,fully understand and give play to the important functions of the language industry in the construction of the Guangdong-Hong Kong-Macao Greater Bay Area;Second,to carry out special studies on the language industry in the Greater Bay Area,formulate medium-and long-term plans for the development of the language industry,and transform the rich language resources into language economic resources;Third,to define specific tasks for the development of the language industry in the Guangdong-Hong Kong-Macao Greater Bay Area,with a focus on the development of language technology industries,the flourishing development of language and cultural communication,and the activation of traditional and emerging language industries in Guangdong,Hong Kong and Macao,so as to provide support for the economic,cultural and social development of the Guangdong-Hong Kong-Macao Greater Bay Area.
