水法治建设简论

A brief discussion on the construction of water-related laws

水法治建设是全面依法治国的必然要求,是法治中国建设的重要组成部分,是生态文明建设和治水事业高质量发展的重要保障,是经济社会绿色发展的坚实基础。文章按照全面依法治国的精神和法治中国建设的总体要求,分析了新时代水法治建设的特点和内涵,从科学立法、严格执法、公正司法、全民守法等方面提出水法治建设的总体构想,并提出水法治建设的近期重点工作,从理论研究的角度为加强水法治建设、推进全面依法治水提供参考建议。

The construction of water-related laws is an inevitable requirement for the comprehensive law-based governance,an important part of the construction of China under the rule of law,a critical guarantee for the construction of ecological civilization and the high-quality development of water control,and a solid foundation for the green development of the economy and society.In accordance with the spirit of law-based governance and the construction of China under the rule of law,this article analyzes the characteristics and connotations of the construction of water-related laws in the new era,puts forward the overall concept of the construction from the aspects of scientific legislation,strict law enforcement,fair justice,and observance of law by all,and proposes the major tasks of the construction of water-related laws.This article provides references from the perspective of theoretical research to strengthen the construction of water-related laws and promote the law-based water governance.
