西部地区信息基础设施与新型城镇化耦合协调发展研究

Study on the coupling and coordinated development of informationinfrastructure and new urbanization in Western China

加强信息基础设施建设和新型城镇化建设是促进国内国际双循环新发展格局建立的重要举措。本文利用2015-2020年中国西部11个省区的数据,采用熵值法分别对西部地区的信息基础设施建设和新型城镇化发展水平进行了综合测度,并运用耦合协调度模型对信息基础设施与新型城镇化的耦合协调度进行测算。结果发现:(1)除个别省份外,西部地区信息基础设施与新型城镇化水平普遍偏低,并且内部发展极不均衡;(2)信息基础设施与新型城镇化之间的耦合协调度虽然近年来有所改善,但仍需进一步提升,协调度空间异质性明显,经济发达地区协调程度较好,而甘肃、宁夏、青海等经济发展水平低的省区一直处于濒临失调的状态。因此,政府要因地制宜推进信息基础设施与新型城镇化的建设,促进二者协调发展。

Strengthening the construction of information infrastructure and new urbanization is an important measure to accelerate the establishment of a new"dual circulation"development pattern in home and foreign market.Based on the data of 11 provinces(excluding Tibet)in western China from 2015 to 2020,entropy evaluation method is used to measure the development level of information infrastructure and new urbanization,and the coupling coordination degree model is used to measure the coupling coordination degree between information infrastructure and new urbanization.The results show that:(1)Except for some provinces,the level of information infrastructure and new urbanization in western China is generally low,and the internal development is very uneven;(2)Although the coupling coordination degree between information infrastructure and new urbanization has been improved in recent years,it still needs to be further improved.With distinct spatial heterogeneity,the coordination degree of developed regions is high,while under-developed region like Gansu,Ningxia,Qinghai have been on the edge of imbalance.Therefore,the government should promote the development of information infrastructure and new urbanization according to local conditions,and promote the coupling and coordinated development of information infrastructure and new urbanization.
