Analysis and Reflection of Poisoning and Suffocation Accident on a Platform

有限空间作业过程中存在诸多风险,结合事故案例总结事故特点,分析事故原因,绘制出事件树,根据分析结果对生产经营单位强化有限空间作业管理提出建议措施。首先针对由一起平台清罐作业时发生的中毒窒息事故引出了有限空间及相关概念,接着详细说明了相关各项技术标准的出台背景及其适用范围,然后举例说明实际生产过程中辨识有限空间时的几个重要判定条件,最后对于多发频发的中毒窒息事故,采用事件树分析法进行了分析。根据分析结果,对有限空间作业日常监管中的重点工作提出了建议措施。

There are many risks in the limited space operation.Combined with the accident cases,the article summarizes the characteristics of the accident,analyzes the causes of the accident,and draws the event tree of limited space operation.And then according to the analysis results,some suggestions and measures are offered to production and business units to enhance the management of limited space operation.First of all,this article extends the concept of limited space and related definitions according to a poisoning and suffocation accident occurred during the tank cleaning operation on a platform,and explains the background and scope of application of relevant standards and specifications in detail.Then,it illustrates several important determining conditions with examples while identifying limited space in actual production process.Finally,the event tree analysis method is used to analyze the frequent poisoning and suffocation accidents.According to the analysis results,suggestions and measures are given to the important work in the daily supervision of limited space operations.
