试论排污许可证制度在环境管理制度体系的新定位

Discuss of the New Position of the Pollutant Discharge Permit System in the Environmental Management System

我国于2003年开始施行排污制度,相较发达国家来说,起步较晚,但在后期过程中,国家不断地对排污许可制度进行完善,努力从源头上控制污染物的排放量。我国的排污许可证制度大多是在某一个环节发生作用,发挥许可证制度的优势,有效降低了管理成本,提高管理效率。

China began to implement the pollutant discharge permit management system,China’s sewage discharge system was implemented in 2003.Compared with other developed countries,it started late,but in the later development process,the country continued to improve the sewage discharge permit system to control the emission of pollutants from the source.China’s pollutant discharge permit system is mostly in a certain link,give play to the advantages of the permit system,effectively reduce the management cost,improve the management efficiency.
