专科联盟数据共享因素分析

Analysis of Data Sharing Factors of Specialty Alliances

目的明确不同场景下专科联盟数据共享各利益相关者的识别界定、角色定位、所属资源、利益诉求及其互动关系。方法采用文献研究和德尔菲法界定不同场景下的利益相关者,通过定性访谈梳理各方利益诉求,厘清利益相关者间的互动关系,归纳专科联盟数据共享的动力与阻力因素。结果卫生健康行政部门、核心医院和成员医院在医疗协同、科研协作、患者查询、业务监管四大场景下均为核心利益相关者,对推动专科联盟数据共享起到决定性作用。结论专科联盟数据共享的利益相关者诉求不一致,主要原因为政府参与程度不足、利益补偿措施不完善、复合型人才匮乏和信息系统接受度差。

Objective To clarify the identification,role,resources,interests and interactions of the stakeholders in the data sharing of specialty alliances in different scenarios.Methods The literature study and Delphi method were used to define the stakeholders in different scenarios,sort out the interests of each party through qualitative interviews,clarify the interaction between stakeholders,and summarize the motivation and resistance factors of data sharing in the specialist alliance.Results Health administration departments,core hospitals and member hospitals were core stakeholders in four major scenarios:medical collaboration,research collaboration,patient access and business query,and play a decisive role in promoting data sharing in specialty alliances.Conclusion Stakeholders'demands for data sharing in specialty alliances were inconsistent which mainly due to insufficient government participation,imperfect interest compensation measures,lack of compound talents and poor acceptance of information systems.
