数字社会治理的概念内涵、重点领域和创新方向

Digital Social Governance:Conceptual Connotation,Key Areas and Innovative Direction

随着数字技术的迅猛发展,社会治理正面临变革与创新。对于“数字社会治理”的概念,现有文献主要从两种视角展开讨论:一是对“数字社会”的治理,二是强调对“数字化”的社会治理。本文聚焦于“数字化”的社会治理,分析数字社会治理的背景和意义,并探讨相关概念、内涵和特征。数字社会治理具有精准性、高效性、互动性、普惠性、便捷性和智能化等特点。重点领域包括基层信息公开、回应基层诉求、化解基层矛盾、提供社会服务、促进公众参与和保障数据安全六个方面。为了推动我国数字社会治理的发展,建议在进一步明确治理目标和原则的基础上,完善多元协同的数字社会治理体系,通过赋能赋权赋智为公众创造公平、公正、可持续发展的美好生活环境,满足公众对美好生活的期盼。

The swift progression of digital technology has initiated a shift in social governance.The concept of“digital social governance”emerges as a pivot,focusing on two interpretations:governing a“digital society”and accentuating“digitized”social governance.This article emphasizes the latter,scrutinizing the essence and impact of digital social governance,along with associated notions and attributes.Digital social governance stands out for its precision,efficiency,interaction,inclusivity,convenience,and intelligence.Its crucial domains encompass grassroots information disclosure,response to grassroots appeals,resolution of grassroots conflicts,provision of social services,enhancement of public participation,and data security assurance.To advance China’s digital social governance,the paper advocates for explicit governance goals and principles,refinement of a digitized social governance model emphasizing multi-element collaborative governance,and the fostering of a fair,just,and sustainable societal ambiance via empowerment,authorization,and intellectualization,thus fulfilling public aspirations for a quality life.
