Talent is the first and foremost strategic resource for the high-quality development of colleges and universities and the key to building world-class colleges and universities.Under the complexity of international situation,scientific and technological innovation has become the main battlefield of modern international strate-gic games.Global competition around the cutting-edge science and technology is unprecedentedly fierce.Thus,scientific and technological talent is the determining factor in the international competitions,and is the main tar-get sought by countries too.Based on an in-depth analysis of the new circumstances,new problems,and new challenges,this article investigates the innovative measures taken by domestic and foreign colleges and universi-ties in providing superior work platforms and generous remuneration to attract outstanding talents,and puts for-ward countermeasures and suggestions for domestic colleges and universities to introduce overseas talents suc-cessfully.
