基于专利分析的洛阳市科技创新能力研究

Research on the technological innovation ability of Luoyang city based on patent analysis

2022年8月,洛阳入选国家知识产权强市建设试点城市。专利信息是衡量一个地区科技创新能力的重要指标。文章基于专利文献计量分析方法,对洛阳市专利产出、科技创新主体、科技创新质量、PCT专利等指标进行统计分析,以此来探讨洛阳市科技创新能力。结果表明:近年来,洛阳市高度重视知识产权工作,专利数量逐年增长,国有大中型企业和在洛高校是科技创新持续发展的主力军,但专利的转让和许可率较低,专利申请的国际化程度不高。洛阳市应坚持政策扶持和战略引领,以企业为主体、市场为导向,引导产学研深入交流合作与协同创新,围绕洛阳市的主导和特色产业,扎实开展知识产权强市建设。

In August 2022,Luoyang was selected as a pilot city for the construction of a strong national intellectual property city.Patent information is an important indicator for measuring a region’s technological innovation capability.Based on the patent literature metrological analysis method,this paper conducts statistical analysis on Luoyang’s patent output,scientific and technological innovation subject,scientific and technological innovation quality,PCT patents and other indicators,in order to explore Luoyang’s scientific and technological innovation ability.The results show that in recent years,Luoyang has attached great importance to intellectual property work,and the number of patents has increased year by year.Large and medium-sized state-owned enterprises and universities in Luoyang are the main force for the sustainable development of scientific and technological innovation,but the transfer and licensing rate of patents is low,and the internationalization of patent applications is not high.Luoyang should adhere to policy support and strategic guidance,take enterprises as the main body and market as the guide,guide the in-depth exchange,cooperation and collaborative innovation of industry,university and research,and solidly carry out the construction of a strong city with intellectual property rights around Luoyang’s leading and characteristic industries.
