河南省农村基层干部治理能力提升对策探究

基层干部作为支撑地方政府运行的一支重要力量,其治理能力的高低关系到职能部门落实政策的成效。当前,我国正在大力推进国家治理体系和治理能力现代化,对基层干部的治理能力提出了更高的要求。在提升基层干部治理能力方面,我们拥有充足的理论依据。河南省是一个农业大省,农村基层干部治理能力的高低更关系到乡村振兴战略目标的实现。现阶段是河南省构建现代化治理体系的关键期,农村基层干部治理能力的提升还存在困境。应深入剖析其成因,进而提出更具针对性的对策建议,为全面提升河南省农村基层干部的治理能力提供有效的智力支持。

As an important component supporting the operation of local governments,grassroots cadres'governance ability is related to the implementation of policy by functional departments,the construction of a modern governance system at the grassroots level,and more importantly,the implementation of the rural revitalization strategy.At a critical period when Henan Province is promoting the improvement of government governance ability and modernization,it is necessary to conduct a deep analysis of the difficulties and causes of grassroots cadres'governance ability in the province,and to propose more targeted countermeasures and suggestions to comprehensively improve their governance ability.This is the theoretical basis for continuously exploring the improvement of grassroots cadres'governance ability in Henan Province,and also provides intellectual support for the implementation of the rural revitalization strategy.
