当前,干群关系建设主要面临的困境是为民服务的宗旨与少数干部“为官不为”,群众表达欲望强烈与干群沟通渠道不畅,网络舆情事件不断增多与干部应急处突能力不足,利益分化逐渐增大与干部利益整合能力不足,新媒体迅速崛起与网民媒介素养发展不同步。解困之道是增强干部宗旨意识,加强干部想为、会为、能为的制度建设;引导群众依法理性表达诉求,建立群众诉求快速响应机制;加强干部应急处突能力建设,建立网络舆情监测预警机制;引导群众树立正确利益观,增强干部利益整合能力;加强主流媒体引导,提高网民媒介素养。

At present,the main difficulties faced by the construction of the relationship between the cadres and the masses are the purpose of serving the people and the current situation of a few cadres’“not acting as officials”,the dilemma of the masses’strong desire to express and the poor communication channels between the cadres and the masses,the continuous increase of online public opinion incidents and the insufficient emergency response ability of cadres,the gradual increase of interest differentiation and the insufficient integration ability of cadres’interests,the rapid rise of new media and the asynchronous development of media literacy of netizens.The way to solve these difficulties is to enhance the awareness of cadres’purpose,strengthen the institutional construction of cadres’working desire and the ability to work;Guide the masses to express their demands rationally in accordance with the law,and establish a rapid response mechanism to the demands of the masses;Strengthen the construction of emergency response capabilities for cadres and establish a network public opinion monitoring and warning mechanism;Guide the masses to establish a correct view of interests and enhance the ability of cadres to integrate their interests;Strengthen the guidance of mainstream media and improve the media literacy of netizens.
