摘要
在就业形势日益严峻的背景下,以“一把手”工程为表征的压力型体制显现在毕业生就业工作中。该体制有助于调动毕业生就业的积极因素,发挥高校的主动性。但是压力型体制下的“一把手”工程往往会引发毕业生就业工作的一系列应对策略,从而扭曲高校人才培养的本质,加大就业市场失灵的风险。文章认为,要充分发挥“一把手”工程的积极功能,为解决大学生就业难问题提供新思路,应从搭建多元主体协调联动机制、引导就业观从提高数量转向追求质量、加快第三方评价机制建设等方面构建符合中国实际的毕业生就业管理体制。
Against the backdrop of increasingly bleak employment situation,a pressure-oriented system characterized by“top management commitment”project has emerged.The system helps to mobilize positive factors in the employment work of graduates and unleash the initiative of universities.However,the project often triggers a series of coping strategies,thus distorting the true meaning of talent cultivation and increasing the risk of market failure.To this end,the article believes that in order to fully leverage the positive role of the“top management commitment”project and provide new ideas for addressing the issue in employment,and construct an employment management system that is in line with China’s practical situation from various aspects such as setting up a coordinating and linkage mechanism,guiding the employment perspective to shift from increasing quantity to pursuing quality,and accelerating the construction of third-party evaluation mechanisms.
