基于案例分析的地方数字政府规范化建设策略

摘要 大数据时代,数字政府建设对于完善国家治理体系、提高国家治理能力至关重要。数字政府建设既需要中央政府统筹,也需要各级地方支持响应,以营造规范的数字化政务服务管理新生态。当前,地方政府在数字化实践过程中因缺乏规范性而遇到一些问题。本文依据TOE理论框架,从主体、技术、公众和伦理4个维度提出地方数字政府建设的规范标准。同时基于多案例分析方法,概括了地方数字政府在规范化建设中存在的瓶颈,并从主体协同、技术赋能、公众保障和伦理适应4个方面提供了促进地方数字政府规范化建设的策略,以加快地方数字政府转型步伐,打造人民满意的数字化新型政府。 In the era of big data,the construction of digital government plays a vital role in completing national governance system and improving national governance capacity.In order to create a new ecology of standardized digital governmental service management,the construction of digital government requires not only the overall planning of the central government,but also the support and response from local organs of each level.Currently,due to the lack of standardization,local governments have encountered some problems while putting digitization into practice.In this regard,based on the theoretical framework of TOE,the standardized local digital government construction is put forward in this thesis from the four dimensions,that is,subject,technology,the public and ethics.Meanwhile,based on the method of multi-case analysis,the bottleneck existing in the standardized construction of local digital government is summarized,and the strategies for promoting the standardized construction of local digital government are proposed from four aspects,namely,subject coordination,technology empowerment,public guarantee and ethical adaptation,so as to accelerate the transformation of local digital government and build a new type of digital government that the people are satisfied with.
