《四库全书总目》一方面沿承《隋志》,重视总集的文学功用,但论述比《隋志》更为细致全面。一方面,《总目》更强调总集的学术功用,认为总集可保存文献,可为考证、校勘之资,为典故之薮,有存史之用;另一方面,《总目》也重视总集的现实功用,认为一些总集有益于现实、政治、风教,能够反映社会风习。《总目》最重总集的学术功用,较传统只强调总集的文学功用,其总集功用观有所拓展和转变,也更为系统、全面,是站在学术总结期的富有总结意义的认识。
