基层加快推进智慧社区建设的实践探索与路径思考——以安徽省合肥市为例

Practical Exploration and Path Thinking About Accelerating the Construction of Smart Communities at the Grassroots Level——Taking Hefei City,Anhui Province as an Example

近年来,合肥市认真落实国家全面深化改革的决策部署,充分认识到大数据时代下推进智慧社区建设的重大意义。根据国家、安徽省各项决策部署,不断提升基层社区治理智慧化水平,省、市级试点智慧社区建设单位相关工作不断深入,治理成效显著,比如办事效率得以进一步提升、平台数据得以进一步沉淀、工作流程得以进一步优化、社区力量得以进一步融合等。其经验做法有:以规划为驱动,做好智慧社区的顶层设计;以项目为抓手,实现智慧社区的有序推进;以党建为引领,加强智慧社区的组织保障;以试点为探索,激发智慧社区的大胆创新等。加快推进智慧社区建设的有效路径是宣传发动、部门协作、力量整合、场景打造、优化融合、监督考核等。

In recent years,Hefei has conscientiously implemented the decision and deployment to national comprehensive deepening of reform,and fully realizd the great significance of promoting the construction of smart communities in the era of big data.According to various decisions and deployments made by the country and Anhui Province,the level of smart community governance at the grassroots level has been continuously improved.The relevant work of pilot smart community construction units at the provincial and municipal levels has been continuously deepened,and the governance results have been significant,such as further improving work efficiency,further depositing platform data,further optimizing work processes,and further integrating community forces.Its experience practices are as follows:taking the planning as the driving force,doing a good job in the top-level design of smart communities;using projects as a starting point to achieve orderly promotion of smart communities;taking the Party building as the guide,strengthening the organizational guarantee of smart communities;exploring through pilot projects and inspiring bold innovation in smart communities.The effective path to accelerate the construction of smart communities is to launch publicity,department collaboration,force integration,scenario creation,optimization and integration,and supervision and assessment.
