地方政府黄河流域生态环境治理的模式转换与机制保障——从“属地治理”到“协同治理”

The Mode Transformation and Mechanism Guarantee of Local Government’s Ecological Environment Management in the Yellow River Basin——From“Territorial Governance”to“Collaborative Governance”

地方政府传统的以行政区划为原则的黄河流域生态环境属地治理,割裂了黄河流域生态环境的系统性和整体性,弱化了地区与地区之间在黄河流域生态环境保护上的协同合作,难以从整体上保护黄河流域生态环境。新时代推动地方政府黄河流域生态环境协同治理,是突破治理分割困境的客观要求,应对治理负外部性的必然选择,增进治理共同利益的重要举措和提升治理效能的重要途径。地方政府黄河流域生态环境协同治理因权责划分和利益分配,必然引发地方政府间的矛盾与冲突,故而需要通过建立文化共识、资源共享、利益共融、组织协调、政策协同、奖励惩罚等协同机制为其提供机制保障,以促进地方政府黄河流域生态环境协同治理的稳定性、持续性和高效性。

The traditional territorial management of the ecological environment in the Yellow River Basin,based on the principle of administrative division,has broken the system and integrity of the ecological environment in the Yellow River Basin,weakened the cooperation between regions in the ecological environment protection of the Yellow River Basin,and made it difficult to protect the ecological environment of the Yellow River Basin as a whole.In the new era,promoting the coordinated governance of the Yellow River basin in the Yellow River Basin is an objective requirement to break through the dilemma of governance segmentation,an inevitable choice to deal with the negative externalities of governance,an important measure to enhance the common interests of governance and an important way to improve the governance efficiency.Due to the division of powers and responsibilities and the distribution of benefits,local governments will inevitably lead to conflicts and conflicts among local governments in the coordinated ecological and environmental governance of the Yellow River Basin.Therefore,it is necessary to provide institutional guarantees through the establishment of collaborative mechanisms such as cultural consensus,resource sharing,benefit integration,organizational coordination,policy coordination,reward and punishment and other collaborative mechanisms.In order to promote the stability,sustainability and efficiency of the local governments’collaborative governance of the ecological environment in the Yellow River basin.
