数字要素和信息技术为乡村产业、生活、治理以及人的现代化发展带来了巨大变革。数字经济助推农业现代化发展;数字技术为乡村治理现代化赋能;数字化服务促使乡村生活现代化;数字素养助力实现人的现代化。与此同时,对数据要素社会和经济价值的低估与轻视限制了其作用的释放;农民数字素养不能满足农业农村现代化的需求;乡村数字治理的共建共享机制尚不成熟这些因素都影响着数字乡村的建设。针对困境和不足要坚持推动数字技术与农业产业深度融合,以实现农业现代化;深度挖掘数据要素的社会价值,以实现治理现代化;推进传统农民向“新农人”转型,以实现人的现代化。

Digital elements and information technology have brought tremendous changes to the modernization of rural industry,life,governance and human.The digital economy boosts the development of agricultural modernization;digital technology empowers the modernization of rural governance;digital services promote the modernization of rural life;digital literacy helps realize the modernization of people.At the same time,the social and economic values of data elements are underestimated,which limits the release of their effects.The digital literacy of farmers cannot meet the needs of agricultural and rural modernization;and the co-construction and sharing mechanism of rural digital governance is not yet mature.These factors affect the construction of digital villages.In view of difficulties and shortcomings,it is necessary to adhere to promoting the deep integration of digital technology and agricultural industry to achieve agricultural modernization;deeply excavate the social value of data elements to realize the modernization of governance;and promote the transformation of traditional farmers to“new farmers”to realize human modernization.
