摘要
分析特高压输变电工程启动调试现状,探讨启动调试概念的基础上尝试建立调试效果评估模型,结合特高压交流工程系统调试状态、工程建设质量以及启动调试试验是否科学完备等问题,提出指标体系和评估模型。算例表明,该方法能够较为合理地提供效果评估结论。在此基础上,提出增加人因、过程和组织可靠性的后续研究方向。
Based on the analysis of the startup and commissioning situations in UHV transmission and distribution projects,and the study on the startup and commissioning concepts,an attempt is made to establish a commissioning effect evaluation model.Considering the commissioning status of the UHV AC engineering system,the quality of engineering construction and the scientific completeness of startup and commissioning tests,an indicator system and evaluation model is proposed,with an example shows that the method is available to offer a reasonable conclusion for effectiveness evaluation,based on which the future research directions to increase human factors,process,and organizational reliability are proposed.
