用户画像技术在军队招投标审计中的应用探析 被引量:1

摘要 军队采购频繁,招投标成为了违纪违法的高发阶段,存在围标、串标等诸多合谋行为,合谋手段日渐复杂隐蔽,大大增加了审计机构的监督难度。如何快速发现审计线索,精准定位可疑合谋行为,成为了制约军队招投标审计发展的实践难题。对此,论文以2020-2023年军内外招投标合谋典型案例数据为样本,基于科学计量理论和用户画像原理,借助工具SPSS和Python构建了招投标合谋画像,建立了审计数据分析模型,实现了画像可视化,并通过案例验证了该模型科学有效,达到了快速识别合谋疑点,主动定位审计线索的审计目标,为军队招投标审计提供辅助的实践目标,探索出了一条既高效又具可操作性的军队招投标审计新路。 With the increasing frequency of military procurement activities,the bidding stage has become a frequent stage of violations of discipline and law.There are many collusion behaviors such as bidding,collusion means increasingly complex and hidden,which greatly increases the supervision difficulty of audit institutions.How to quickly discover audit clues and accurately locate suspicious collusion behavior has become a practical problem restricting the development of military bidding audit.To this end,this paper takes the data of typical cases of bidding collusion within and outside the military during 2020-2023 as samples.Based on the theory of scientometric and the principle of user portrait,this paper constructs the bidding collusion portrait with the help of SPSS and Python,establishes the analysis model of audit data,realizes the visualization of the portrait,and verifies the scientific effectiveness of this model through the case.It achieves the practical goal of quickly identifying suspected points of collusion,proactively locates audit targets of audit clues,and provides assistance for military tendering and bidding audit,and explores a new way of military tendering and bidding audit that is both efficient and operable.
