Analysis on the Characteristics,Problems,and Countermeasures of High Quality Development Policies in Public Hospitals

目的为健全公立医院高质量发展政策体系,提升公立医院发展质量与效益。方法通过量化分析省级政府推动公立医院高质量发展的政策文本,建立政策工具、政策主题和政策力度的三维分析框架,并进行交互分析。结果政策工具中的权威工具和引导工具使用较多,政策主题配置均衡,政策力度使用集中,反映了政策文本的特征和问题。结论建议从强化政策试验试点、均衡使用政策工具、充分调查研究论证、调动发展主体动力、强化部门协同联动等方面着手,构建完善的省域政策体系。

Objective:In order to improve the policy system of high-quality development,and the development quality and efficiency in public hospitals.Method:A three-dimensional analysis framework of policy tools,policy themes and policy intensity was established through quantitative analysis of the policy texts of provincial governments promoting high-quality development of public hospitals,and the interactive analysis was carried out.Result:Authoritative and guiding tools are commonly used in policy tools,with balanced allocation of policy themes and concentrated use of policy intensity,reflecting the characteristics and problems of policy texts.Conclusion:Therefore,it is suggested to build a perfect provincial policy system from the aspects of strengthening the policy experiment pilot,balanced use of policy tools,full investigation,research and demonstration,mobilizing the main driving force of development,and strengthening the coordination and linkage of departments.
