基于全生命周期管理的医疗设备“三同”管理模式研究

Research on the"Three Sameness"management mode of medical equipment from the perspective of lifecycle management

目的:构建实施基于思想共同(人民至上)、利益趋同(生命至上)和行动协同(价值医疗)的医疗设备“三同”管理模式,减少医疗设备资源的无益损耗。方法:分析医疗设备全生命周期管理中存在的问题,以医疗设备全生命周期管理为理念,从思想共同、利益趋同和行动协同三个维度构建和实施医疗设备“三同”管理模式,建立医疗设备企业、医院设备管理部门和临床医技部门等主体“全员参与”“全程管理”和“全面评价”的医疗设备全生命周期管理共生态。结果:分析“三同”管理模式自2021年1月至2022年12月应用以来的数据,通过延长设备使用寿命和设备购置的科学论证,累计降低维修保养费用272万元,核减设备购置预算6000余万元;门诊预约检查等候时间下降25.8%,门诊患者对医技科室预约等候时间满意度提高8.39%。结论:全生命周期管理视角下的医疗设备“三同”管理模式能够最优、最大和最长地实现医疗设备资源的生命价值,是对现有医疗设备全生命周期管理研究成果和实践经验的借鉴和发展,具有良好的启发意义和参考价值。

Objective:To construct and implement a"three sameness"management model for medical equipment based on convergence of ideology("people first"),convergence of interests("life first"),and action coordination("value healthcare")to reduce the unprofitable loss of medical equipment resources.Methods:The problems in the lifecycle management of medical equipment were analyzed.Taking the lifecycle management of medical equipment as the concept,the"Three Same"management mode of medical equipment was constructed and implemented from the three dimensions of convergence of ideology("people first"),convergence of interests("life first"),and action coordination("value healthcare").The co-ecology of medical equipment lifecycle management was Structured with"full participation","whole-process management"and"comprehensive evaluation"of medical equipment enterprises,hospital equipment management departments,clinical technology departments and other entities.Results:The"Three Sameness"management mode of medical equipment responded to the sustainable development requirements of the hospital,satisfied the value medical demands of patients,and coped with the current shortage of medical resources.Since the application of the"Three Sameness"management model in January 2021 until December 2022,through prolonging of equipment service life and scientific demonstration of equipment procurement,the maintenance cost has been reduced by CNY 2.72 million,and the budget for equipment procurement was reduced by more than CNY 60 million,the waiting time for appointment in outpatient clinic was reduced by 25.8%,and the satisfaction rate of patients with waiting time for appointment in medical department was increased by 8.39%.Conclusion:The"Three Sameness"management model of medical equipment from the perspective of lifecycle management can realize the optimal,maximum,and longest life value of medical equipment resources,which is a reference and development to the existing research results and practical experience of medical equipment lifecycle management,and has good enlightening significance and reference value.
