基于非洲疾控中心新战略规划的中非卫生合作探析

Analysis of China-Africa health cooperation based on the new strategic plan of the Africa centers for disease control and prevention

过去60年,中非卫生合作逐渐形成了多层次、宽领域、全方位合作态势。本文基于非洲疾病预防控制中心(简称“非洲疾控中心”)战略规划(2022—2026),梳理了非洲疾控中心的建立与发展、新战略规划的愿景与使命、六大支柱与十一目标及其实施框架,分析了新战略规划推出的机构改革背景与新旧规划的变与不变,阐明了中方机构与非洲疾控中心开展合作的必要性与紧迫性。提出了中方可在区域发展、机制建设、能力建设、数字化治理和成员国参与区域治理等多个角度与非洲疾控中心及其成员国开展深入合作,进一步增加中国在技术与政策两方面的影响力,提升中国在非洲区域卫生治理的话语权。

Over the past 60 years,China-Africa health cooperation has gradually formed a multi-level,wide-ranging,and all-round cooperation pattern.Based on the strategic plan(2022—2026) of the Africa Centers for Disease Control and Prevention(Africa CDC),this study outlines the establishment and development of the Africa CDC,its new vision and mission,six pillars and eleven goals,and their implementation framework.The study analyzes the background of institutional reform launched by the new strategic plan,the changes and continuities between the old and new plans.It clarifies the necessity and urgency of cooperation between Chinese institutions and the Africa CDC and proposes that China be engaged in further cooperation with the Africa CDC and its member states in multiple perspectives,such as regional development,mechanism construction,capacity building,digital governance,and member states' participation in regional governance,which,supposedly,utilizes advantages of China in the aspects of technology and policy and allows China to contribute more to regional health governance in Africa.
