摘要
农村产权交易市场是盘活农村土地要素的有效抓手,是要素市场化配置改革的重点之一。基于交易成本理论对农村产权流转交易市场的交易成本和交易平台的信息成本进行分析,区分农村产权流转交易市场中各市场主体的交易成本结构,充分考虑其交易分量问题,分别比较各市场主体的流转收益与交易费用。对比数字化场内交易中各主体的额外成本和额外收益发现,场内交易相比于场外交易,给各参与主体带来的额外收益大于额外成本,有效地减少了交易成本。为降低市场交易成本、促进农村产权要素市场化改革,探讨农村产权数字平台的参与主体、系统架构及功能板块,并尝试提出农村产权数字平台“1+N”模式的建设路径及其优化升级方案。
The rural property trading market is an effective hand for revitalizing rural land elements,and is one of the key points for the reform of market-based allocation of factors.Based on the transaction cost theory,this paper analyzes the transaction cost of the rural property trading market and the information cost of the rural property trading platform,differentiates the transaction cost structure of each market entity in the rural property trading market,fully considers its transaction volume,and compares the transfer benefits and transaction costs of each market entity respectively.The comparison of the extra cost and extra benefit for market entities in digitized“trading online”and physical“over-the-counter”reveals that the extra benefit for each market entity from“over-the-counter”is higher,and that digitized“trading online”is effective in reducing transaction cost.In order to reduce transaction costs and promote the market-based allocation of factors of rural property,this paper discusses the market entity,system structure and functional sections of the digital rural property platform,and puts forward the construction path of the digital rural property platform in the mode of“1+N”and its upgrading scheme.
