The Effect of"Soft Law"on the Implementation ofthe Regulations on Reading for All From the Perspective of Reading for All Practice

全民阅读法治保障是推进文化强国建设的重要组成部分,地方全民阅读法治化则是开展实施的关键环节。文章运用法治思维和法治理念审视全民阅读地方规范及全民阅读地方法治化建设现状。针对地方规范立法特征、数字阅读平台、重点阅读群体现存的重点问题,提出应进一步发挥“软法”治理在全民阅读活动中的积极作用,完善数字阅读平台的建设,重点关注特殊群体阅读权利,以期对地方推进全民阅读有所神益。

Regulations concerning"reading for all",serving as the legislative guarantee,are important parts for the promotion of the construction of a strong cultural country,and legislative guarantee for local"reading for all"is a key link to carry out the implementation.The article applies rule of law principles and concepts to examine the local norms of"reading for all"and the current situation of local legislative construction for"reading for all".With a view to benefiting the local promotion of reading for all,the existing key issues regarding local normative legislative features,digital reading platforms,and key reading groups are analyzed to further promote the active role of soft law governance in"reading for all"activities,improve the construction of digital reading platforms,and focus on the reading rights of special groups.
