摘要
“十三五”以来,在“生产型驱动”模式下,冀东油田公司钻井成本基本呈持续上涨趋势,2020年较2016年上涨10%,效益勘探开发面临严峻挑战。在此形势下,精益化管理成为冀东油田公司降低成本、实现高质量发展的必由之路。首先阐述了2021年以来,冀东油田勘探开发建设工程事业部以“生产上精耕细作、经营上精打细算、管理上精雕细刻、技术上精益求精”管理理念探索钻井工程项目精益化管理之路,激发了内生新活力,推动了降本增效,钻井成本较2020年下降13%。然后提出了进一步推进精益化管理的建议,即管理上向基于油藏“整体最优”转变,生产上向“数字化转型”转变,经营上向“经营型驱动”转变和技术上向“创新驱动型”转变。
Since the“13th Five-Year Plan”,under the“production driven”mode,Jidong Oilfield Company’s drilling costs have shown a continuous upward trend,with an increase of 10%in 2020 compared with 2016.As a result,beneficial exploration and development face severe challenges.Thus,lean management is the only way for the company to reduce costs and achieve high-quality development.This paper introduces how the Exploration,Development and Construction Engineering Division of Jidong Oilfield has explored lean management of drilling engineering projects since 2021.The exploration is based on the management philosophy of“intensive production,careful operation,meticulous management,and technical excellence”,which has stimulated endogenous new vitality,promoted cost reduction and efficiency increase,and reduced drilling costs by 13%compared with 2020.Finally,suggestions are put forward to improve lean management.The management,production,operation,and technology should be transformed to“overall optimization”based on oil reservoirs,“digitalization”,“operation-driven”mode,and“innovation-driven”mode respectively.
