小型水库渔业防逃设施建设管理及防洪影响浅析

Analysis of construction and management of fishery escape prevention facilities in small reservoirs and impact on flood prevention

设置小型水库防逃设施是提高渔业经济效益的一项重要措施,但是防逃设施设置不规范将影响水库泄洪能力。为了规范小型水库渔业防逃设施建设与管理,分析了防逃设施建设对水库防洪的影响,研究防逃设施建设的合理范围,探讨小型水库渔业防逃设施运行管理要求。结果表明,考虑过流能力和最大过网流速设计的小型水库渔业防逃设施既能满足渔业生产要求,又能满足水库防洪要求。小型水库渔业防逃设施运行管理应明确责任、完善制度。

Installing escape prevention facilities in small reservoirs is an essential measure to enhance the economic benefits of fisheries.However,improperly designed escape prevention facilities can have a negative impact on the flood discharge capacity of the reservoir.In order to standardize the construction and management of fishery escape prevention facilities in small reservoirs,this study analyzed the impact of escape prevention facility construction on reservoir flood prevention.It also examined the reasonable scope of escape prevention facility construction and explored the operational and management requirements for fishery escape prevention facilities in small reservoirs.The results indicated that small reservoir fishery escape prevention facilities designed with consideration for flow capacity and maximum net flow velocity could simultaneously meet the demands of fisheries production and reservoir flood prevention.The operation and management of these fishery escape prevention facilities in small reservoirs should include clearly defined responsibilities and the stablishment of comprehensive protocols and systems.
