数字经济对产业结构升级的影响研究——基于异质性人力资本视角

Research on the Impact of Digital Economy on Industrial Structure Upgrading-From the Perspective of Heterogeneous Human Capital

在经济高质量发展背景下,数字经济已成为推动产业结构升级的新动能。文章基于2011—2020年中国31个省份面板数据,运用双向固定效应和调节效应模型检验数字经济对产业结构升级的影响以及人力资本在其中的调节作用。结果发现:(1)数字经济推动了产业结构升级,尤其是对产业结构合理化具有显著促进作用,在加入人力资本调节变量后,数字经济对产业结构高级化具有明显促进作用;(2)数字经济与不同人力资本融合时,对产业结构升级的影响具有异质性,表现出高端人力资本对产业结构高级化具有抑制效应,而普通人力资本则具有促进作用。另外,在进一步研究中发现,数字经济与人力资本融合对产业结构升级的影响存在区域异质性,表现出对东部地区产业结构合理化具有显著促进作用,而对中西部地区作用不明显。研究结论可为区域人力资本与数字经济更好融合和实现产业结构升级提供有益的政策启示,进而助力经济高质量发展。

In the context of high-quality economic development,digital economy has become a new driving force to promote industrial structure upgrading.Using panel data from 31 provinces in China,this paper empirically tests the impact of digital economy on industrial structure upgrading by using two-way fixed effect model and regulatory effect model,and examines the regulatory effect of human capital in the process of digital economy promoting industrial structure upgrading.The results show that:(1)digital economy promotes industrial structure upgrading,especially with a significant promoting effect on industrial structure rationalization,and after adding human capital moderating variables,digital economy has a significant promoting effect on the optimization of industrial structure;(2)when digital economy is integrated with different human capitals,it has heterogeneity on industrial structure upgrading,showing the inhibiting effect of high-end human capital on the optimization of industrial structure while ordinary human capital has a promoting effect on it。In addition,in terms of regional heterogeneity,it shows a significant promoting effect on industrial structure rationalization in the eastern region while the role of central and western regions is not obvious.Based on the above conclusions,this paper puts forward countermeasures and suggestions to promote industrial structure upgrading from the aspects of strengthening the construction of digital infrastructure,increasing the support of funds and talents for the digital industry,and implementing the differentiated industrial digital transformation strategy.
