智慧社区治理困境破局:张力构造、现实逻辑与范式框架

Breaking the Dilemma of Smart Community Governance:Tension Construction,Realistic Logic and Paradigm Framework

社区深化应用智慧技术,原有治理的边界和疆域不断被打破、重组和拓展,智慧社区治理正演进为空间秩序的生产,促进着物理空间、精神空间、社会空间三元空间贯通。从智慧社区治理的碎片梗阻困境实际出发,运用空间分析法、逻辑演绎法等,剖析了治理秩序生产的四种张力构造,提取出智慧社区治理存在着“空间嵌套服务的植入流变、参与治理主体的再组织化、载体与场景协同的效能输出”的现实逻辑,并推演出治理的范式框架。研究发现,秩序生产是智慧社区治理的本源锚点所在,建议把智慧社区的空间存在作为一个动态整体来掌控治理。

With the deepening application of smart technology in communities,the governance’s original boundaries and frontiers have been constantly broken,reorganized and expanded and the governance of smart communities is evolving into the production of spatial order,promoting the spatial connectivity of physical,spiritual and social space.Starting from the actual situation of fragmentation and obstruction of smart community governance,this paper analyzes the four tension structures in the production of governance order by using spatial analysis and logical deduction,and extracts the realistic logic that“the implantation of spatially nested services,the reorganization of the participating subjects in the governance,and the synergistic output of the carriers and scenarios”in smart community governance.and deduced the paradigm framework of governance.The study reveals that order production is the fundamental anchor of smart community governance,and suggests that the spatial existence of smart communities should be governed as a dynamic whole.
