新媒体环境下电信网络诈骗防范对策研究

Countermeasures Against Telecom Network Fraud in New Media Environment

随着互联网及新媒体技术的更迭升级,电信网络诈骗手段层见迭出,呈现出多发态势。新媒体环境下电信网络诈骗具有犯罪主体高隐蔽性、诈骗目标精准化、组织化特征突出、作案人离散程度高、诈骗手段高科技化等特征,由于悬殊的收支比,通信技术与设备存在漏洞,被害人防范意识薄弱等原因,导致惩治难度较大。防范对策:(一)加强电信网络诈骗犯罪打击力度;(二)提升新媒体社会道德素养;(三)加强监测预警及新媒体技术防范;(四)加强反诈宣传,提升群众防范意识。

With the iteration and upgrading of the Internet and new media technology,telecom network fraud has emerged frequently,indicating a trend of frequent occurrence.It has several characteristics in the new media environment,including a high degree of concealment of crime subject,the precision of fraud’s target,the prominence of organization,the perpetrator with a high discrete degree,high-tech means of fraud and others.Due to the disparity of income and expenditure ratio,loopholes of communication technology and equipment,the victims’weak prevention awareness,it is extremely difficult to punish this kind of fraud.There are several preventive countermeasures:(1)strengthen the crackdown on telecom network fraud;(2)enhance the moral literacy of the new media society;(3)strengthen the monitoring,early warning and prevention of new media technology;(4)strengthen the anti-fraud propaganda to enhance the public’s prevention awareness.
