摘要
选取2003—2019年我国30个省份的面板数据,采用超效率SBM-DEA方法测算了绿色科技创新效率与绿色成果转化效率,并构建动态空间面板模型对双向FDI协调发展与绿色创新效率的关系进行定量分析。结论表明:双向FDI对两阶段绿色创新效率的影响处在倒U型曲线的左侧,表明双向FDI显著促进了两阶段绿色创新效率;双向FDI对绿色科技创新效率的影响存在双重门槛效应,当环境规制水平在较低水平时双向FDI对绿色科技创新效率的影响为负,当环境规制水平超过第一门槛值时双向FDI显著地促进了绿色科技创新效率,当环境规制水平继续提高到第二门槛值之上时双向FDI对绿色科技创新的促进作用在弱化;双向FDI对绿色成果转化效率的影响存在环境规制水平的单一门槛效应,表现为先抑后扬的V型关系;东部与中部地区双向FDI对绿色科技创新效率的影响存在环境规制的双重门槛效应,而仅仅东部地区双向FDI对绿色成果转化效率的影响存在环境规制的单一门槛效应。
Based on the panel data of 30 provinces in China from 2003 to 2019,this paper used the ultra-efficient SBM-DEA method to calculate green technology innovation efficiency and the conversion efficiency of green achievements,and constructed a dynamic spatial panel model to make a quantitative analysis on the relationship between two-way FDI coordinated development and green innovation efficiency.The results found that,the impact of two-way FDI on two-stage green innovation efficiency was on the left side of the inverted U-shaped curve,which indicated that two-way FDI has significantly promoted two-stage green innovation efficiency.Meanwhile,two-way FDI had a double threshold effect on green technology innovation efficiency.Specificially,when the intensity of environmental regulation was at a lower level,the impact of two-way FDI was negative.After crossing the first threshold value,two-way FDI has significantly promoted green technology innovation efficiency.And after crossing the second threshold value,this promoting effect would weaken.Besides,there was a single threshold effect of environmental regulation on the impact of two-way FDI on the conversion efficiency of green achievements,where showed a V-shaped relationship.In the eastern and middle regions,the impact of two-way FDI on green technology innovation efficiency had a double threshold effect of environmental regulation,while only in the eastern region,there was a single threshold effect of environmental regulation on the impact of two-way FDI on the conversion efficiency of green achievements.
