自贸区对河南高水平对外开放的影响分析

Analysis of the Impact of the Free Trade Zone on Henan’s High-Level Opening-up

自贸区是河南对外开放新高地的新引擎,有助于河南打造高水平对外开放门户。本文选取进出口额、外贸依存度、一般贸易额、加工贸易额、利用外商直接投资额、外资依存度、对外劳务合作开放度和国际旅游开放度作为体现河南对外开放水平的指标,分析河南自贸区成立之后这些指标的变化趋势,进而分析自贸区设立对河南高水平对外开放的影响。同时,提出管理体制建设落后、“单一窗口”信息化协同能力不足、自贸区的开放度低、营商环境亟须改善是当前自贸区在促进河南高水平对外开放进程中存在的主要问题,并在此基础上提出相关的对策建议,以供参考。

Free trade zone is the new engine of the new highland of Henan’s opening-up,which helps Henan to pursue a high-level opening-up.This paper selects import and export volumes,foreign trade dependence,general trade volumes,processing trade volumes,foreign direct investment volumes,foreign investment dependence,foreign labor cooperation openness and international tourism openness as the indicators refl ecting the level of Henan’s opening-up,and analyzes the trend of these indicators after the establishment of Henan free trade zone,and then analyzes the impact of the establishment of free trade zone on Henan’s opening-up at a high level.At the same time,it is proposed that the backwardness of the management system construction,the insufficient capacity of“single window”information technology synergy,the low openness of the free trade zone,and the urgent need to improve the business environment are the main problems in the process of promoting the high-level opening-up of Henan by the free trade zone and relevant countermeasures and suggestions are put forward for reference.
