摘要
介绍了1950—2021年间全球钢铁产量及化石燃料碳排放量变化情况,阐述了钢铁行业减排对实现增温控制在1.5℃的目标的重要意义。以辽宁省钢铁企业为对象,选择企业产值、碳排放总量、粗钢产量、碳排放强度、煤炭占总能源比重等13个指标作为变量,设定减排责任、减排能力和减排潜力3个集合,对辽宁省18家钢铁企业进行了聚类分析。结果表明:不同企业的能源效率和碳排放强度各不相同,为了确保行业发展与减排目标协同推进,政府主管部门需要制定差异化的管理政策和净零排放路线图。对于减排责任与减排能力较大的企业,政府部门可以将工作重点放在引导其科技创新与技术升级方面;对于规模较小且减排能力有限的企业,应更多考虑企业和产品转型方面。
This article introduces the changes of global steel production and the carbon emissions from 1950 to 2021,and expounds the significance of emission reduction of steel industry for the realization of temperature increasing control of 1.5℃.The study takes iron and steel enterprises in Liaoning Province as the object,selected 13 indicators such as output value,total carbon emission,crude steel output,carbon emission intensity,and proportion of coal in total energy as variables,set three sets of emission reduction responsibility,emission reduction capacity and emission reduction potential,and conducted cluster analysis on 18 iron and steel enterprises in Liaoning Province.According to the research,the energy efficiency and carbon emission intensity of different enterprises vary.In order to ensure the coordinated development of the industry and emission reduction targets,the competent government authorities need to develop differentiated management policies and net zero emission roadmap.For enterprises with large emission reduction responsibility and capacity,government departments can focus on guiding their technological innovation and technological upgrading;for enterprises with small scale and limited emission reduction capacity should give more consideration to enterprise and product transformation.
