养老诈骗社会协同治理的现实困境与对策研究

当前,养老诈骗社会协同治理中存在的地方政府的社会协同治理理念有待提升;政府部门之间的协作动力不足,缺乏沟通协调机制;相关社会组织、企业缺乏协作和联动;老年群众参与养老诈骗协同治理能力较弱等问题,而构建党委领导、政府主导的协同治理主体结构;坚持多部门协作配合的协同治理机制;构建企业、社会组织共同参与的协同治理机制;强化老年群众参与与养老诈骗犯罪协同治理等对策,对于明确养老诈骗社会协同治理的责任主体,厘清各主体之间的权责边界,整合养老诈骗社会协同治理中多方资源,破解养老诈骗社会协同治理难题具有重要意义。

The social collaborative governance concept of local governments in the current social collaborative governance of elderly care fraud needs to be improved;Insufficient collaboration among government departments and lack of communication and coordination mechanisms;Lack of collaboration and linkage among relevant social organizations and enterprises;To address the weak ability of elderly people to participate in collaborative governance of elderly fraud,it is proposed to establish a collaborative governance structure led by the Party committee and led by the government;Adhere to the collaborative governance mechanism of multi departmental collaboration and cooperation;Establishing a collaborative governance mechanism with the joint participation of enterprises and social organizations;Strengthen the participation of elderly people and coordinate the governance of elderly fraud crimes.It is of great significance to clarify the responsible parties for the collaborative governance of elderly care fraud,clarify the boundaries of rights and responsibilities between each party,integrate multiple resources in the collaborative governance of elderly care fraud,and solve the problem of collaborative governance of elderly care fraud.
