区域评估(环境影响)中碳排放评价的内容与技术方法研究——以厦门市为例

Research on the Content and Technical Methods of Carbon Emission in Regional Environmental Impact Assessment:A Case Study of Xiamen

区域评估是"放管服"改革新形势下的一项重要举措。厦门市以碳达峰目标和碳中和愿景为导向,创新性将碳排放评价纳入区域评估(环境影响)报告中,促进区域评估"一本制"管理,实现"多评合一""一评多效"的同时,推动城市绿色低碳可持续发展。回顾区域评估及碳排放评价实施背景,提出适用于厦门市区域评估的碳排放评价内容及技术方法,为区域评估(环境影响)报告编制提供借鉴。

Regional assessment is an important measure under the new situation of"streamline the government,delegate power,and improve government services"reform.Guided by the goal of carbon peaking and the vision of carbon neutrality,Xiamen innovatively incorporates carbon emission into regional environmental impact assessment reports,promotes the management of regional assessment"one system",realizes"multiple evaluations into one"and"one evaluation and multiple effects",and promotes the green,low-carbon and sustainable development of the city.We reviews the implementation background of regional assessment and carbon emission,puts forward the content and technical methods of carbon emission applicable to regional assessment in Xiamen,so as to provide reference for the preparation of regional environmental impact assessment report.
