我国边境抵边村落空心化“治理陷阱”的实地调研及突破路径研究——基于政府治理行为分析

RESEARCH ON THE PHENOMENON OF HOLLOWING OUT OF VILLAGES AND ITS GOVERNANCE IN CHINA'S BORDER AREAS AND BREAKTHROUGH PATH

审视我国抵边村落空心化治理成效发现,存在着一定程度的“治理陷阱”现象,即在持续的制度供给、资源投入、政策支撑和技术赋能等交互作用下,边境抵边村落空心化问题并未得到真正解决,甚至在有些地区出现了进一步加剧的趋势。深层次探究,从政府治理行为分析,边境抵边村落空心化“治理陷阱”症结在于边境地区地方政府公共服务供给不足,难以满足边民和抵边村落发展需要,政策执行偏离和政府治理过程中边民角色弱化。因此需要进一步加快边境地区经济社会发展、提升公共政策执行的有效性、加大公共服务供给和强化边民功能的主体地位,不断提升满足边民和抵边村落发展的前提条件,进而破解边境抵边村落空心化“治理陷阱”困境。

Examining the effectiveness of the governance of the hollowing out of border villages in China,it is found that there is a certain degree of“governance trap”phenomenon,that is,un-der the continuous interaction of institutional supply,resource input,policy support and technologi-cal empowerment,the problem of hollowing out of border villages has not been truly solved,and even in some areas there has been a trend of further aggravation.Through in-depth analysis,from the perspective of government governance behavior,we find that the crux of“governance trap”of the border villages lies in the insufficient public service from local governments,which cannot meet the needs of the border people and border villages development,the deviation of some policy imple-mentation and the weakening of border people’s role in government governance process.Therefore,it is necessary to further accelerate the economic and social development of border areas,improve the effectiveness of public policy implementation,increase the supply of public services and strength-en the dominant position of the function of border people,and to constantly promote the develop-ment of border villages and their people so as to break through the dilemma of“governance trap”of hollowing out of border villages.
