摘要
基层官员对地方政府创新的“庸俗化”认知致使基层创新泛化、伪创新、为创新而创新的问题频发。文章基于此现象,选取广东省的基层官员作为受访者,运用Q方法的研究路径,对基层官员对创新的认知结构及认知内容展开分析。研究发现在“创新共识”方面,基层官员认为创新对基层官员而言会引发激励模糊、问责失灵及行为结构碎片化问题;在认知分歧方面,基层官员认为权力支撑型、自我发展型和结构重塑型创新偏好类型是强化官员创新动机的重要因素。研究结论为解读基层政府的“伪创新”现象提供了新的微观视角。
The“vulgarized”perceptions of grassroots officials about local government innovation have led to the frequent problems of generalization,pseudo-innovation,and innovation for innovation’s sake.Based on this,this paper selects grassroots officials in Guangdong Province and analyzes the structure and content of grassroots officials’innovation cognition with reference to the design of Q-methodology,and finds that at the level of innovation consensus,innovation has ambiguous incentives,dysfunctional accountability and structural fragmentation for grassroots officials;at the level of cognitive disagreement,power-supporting,self-development and structural reshaping innovation preferences are important factors to strengthen officials’innovation motivation.The study also provides a new microscopic perspective to interpret the phenomenon of“pseudo-innovation”in grassroots government.
