How Does Anti-corruption Affect Carbon Emission Efficiency?

在实现“双碳”目标与打赢反腐攻坚战的双重要求下,关于反腐败与碳排放效率的研究,对于推进生态环境治理体系和治理能力现代化具有现实意义。基于2000—2019年中国30个省级面板数据,运用双固定效应模型研究反腐败对碳排放效率的影响效果及作用机制。结果表明:(1)反腐败对碳排放效率影响呈现先降低后提高的显著“U”型特征;(2)反腐败对碳排放效率的影响具有区域异质性,非资源型省份的影响系数大于资源型省份,在经济高碳排放低和经济低碳排放高地区的影响显著,但在双高和双低地区这一影响并不显著;(3)反腐败从人力资本和产业结构两个渠道影响碳排放效率,人力资本的积累和产业结构的转型升级有利于激发企业技术创新,带来更多低碳节能技术溢出效应。鉴于此,我国应持续推进生态环保领域反腐,重视区域差异精准施策,增强反腐同环境规制之间的协同效应。

Under the dual requirements of achieving the"carbon peaking and carbon neutrality"goals and winning the"anti-corruption"battle,the research on anti-corruption and carbon emission efficiency has practical significance for promoting the modernization of ecological environment governance system and governance capacity.Based on the panel data of 30 provinces in China from 2000 to 2019,this paper uses the double fixed-effect model to study the effect and mechanism of anti-corruption on carbon emission efficiency.The results show that:(1)the impact of anti-corruption on carbon emission efficiency presents a significant"U"shape with decreasing first and then increasing characteristics.(2)The impact of anti-corruption on carbon emission efficiency is regionally heterogeneous,and the impact coefficient of non-resource-based provinces is greater than that of resource-based provinces;The impact is significant in the areas with high economic level and low carbon emission,while it is not significant in double-high and double-low areas.(3)Anti-corruption affects carbon emission efficiency in two channels:human capital and industrial structure.The accumulation of human capital and upgrading of industrial structure are conducive to stimulating enterprise technological innovation,and bringing more low-carbon and energy-saving technology spillover effects.In view of this,China should continue to promote anti-corruption in the field of ecological and environmental protection,implement the strategies of regional diversity,and enhance the synergistic effect between anti-corruption and environmental regulation.
