我国产业学院政策变迁的历史制度主义分析

A Historical Institutional Analysis of Policy Changes in Industrial Colleges in China

产业学院是教育组织形态的创新和深化产教融合的主要抓手,健全的政策是其持续发展的重要保障。基于历史制度主义的分析视角发现,产业学院政策历经奠基阶段、探索阶段、发展阶段和制度化阶段等不同发展时期,最终形成具有中国特色的产业学院政策体系。受政策制定成本、学习效应、协作效应以及适应性预期影响,产业学院制度变迁存在着路径依赖现象,在深层结构上主要表现为经济体制改革、职业教育管理体制改革以及价值观念移易。后续产业学院政策的发展,将加强立法供给,建立多元主体联动机制,健全质量评价机制,平衡政策配置。

Industrial colleges are the main means of innovating education organization forms and deepening the industry-education integration,with sound policies as an important guarantee for sustainable development.Based on the perspective of historical institutionalism,it is found that the policy of industrial colleges has gone through stages of development,such as the foundation stage,exploration stage,development stage,and institutionalization stage,which ultimately formed a policy system with Chinese characteristics.Influenced by policymaking cost,learning effect,collaboration effect and adaptive expectations,there is a path dependence phenomenon in the institutional change of industrial colleges,which in the deep structure is mainly manifested in the reform of economic system,the reform of vocational education management system and the transfer of values in the deep structure.The subsequent development of policies in the industrial colleges will strengthen legislative supply,establish a multi-subject linkage mechanism,improve quality evaluation mechanisms,and balance policy allocation.
