Successive French governments have prioritized expanding French influence through cultural diplomacy.As former colonies,African nations have been a primary focus of France’s public diplomacy.Since taking office,President Emmanuel Macron has invested heavily in public diplomacy across Africa under the slogan“Ending the Special Relationship between France and Africa”.This approach emphasizes multilateralism,national interests,and European cooperation.It is central to Macron’s global ambitions and governance strategy.The Macron administration’s public diplomacy strategy in Africa directly responds to African resistance against neocolonialism.Its underlying goal is legitimizing French intervention in Africa to protect French interests and privileges,especially in cultural exchange,education,and development aid.Implementing this policy,the Macron government faces constraints from Africa,France,and internationally,as well as unprecedented challenges.
