摘要
借助信息化手段提升政府行政治理水平,是危险废物出口核准管理工作的迫切要求。研究通过梳理危险废物出口核准管理信息化建设的法律基础、责任规制和目标要求,深入剖析了危险废物出口核准信息化建设面临的形势和问题,并从完善法律制度体系、理顺监督执法机制、加强建设成果应用三方面提出危险废物出口核准管理信息化建设的实施路径,以期为提升危险废物出口核准信息化管理水平,降低危险废物出口活动的环境风险提供支撑。
It is an urgent requirement for the management of hazardous waste export approval to improve the level of government administration by means of information technology.This study thoroughly analyzes the situation and problems faced by the construction of the informatization of hazardous waste export approval management through sorting out the legal basis,responsibility regulations and target requirements of the informatization construction of hazardous waste export approval management.It proposed the implementation path of the informatization construction of hazardous waste export approval management from three aspects:improving the legal system,rationalizing the supervision and law enforcement mechanism,and strengthening the application of construction achievements.It is expected to provide support for improving the informatization management level of hazardous waste export approval and reducing the environmental risks of hazardous waste export activities.
