乡村环境治理的政策演变、影响因素与政策建议——基于扎根理论的政策文本分析

Policy Evolution, Influencing Factors and Policy Suggestions of Rural Environmental Governance——Policy Text Analysis Based on Grounded Theory

改善乡村生态环境是实现农村绿色发展的迫切需要,也是推动乡村振兴的关键支撑。论文基于扎根理论,以质性研究软件Nvivo为分析工具,通过对2010年以来国家颁布的部分具有重大影响的乡村环境治理政策文本进行开放编码、主轴编码、核心编码,系统概括出乡村环境治理政策制定时所考虑的关键影响因素:治理主体与方式、治理内容、治理理念、治理政策完善等。进一步推动乡村环境治理,需强化综合治理、倡导绿色发展、坚持正确理念、推动政策倾斜。

Improving the rural ecological environment is an urgent need to realize the sustainable development of rural areas,and it is also the key support to promote the rural revitalization.Based on the grounded theory research method,this paper used qualitative research software Nvivo as the analysis tool.Through open coding,spindle coding and core coding of some influential rural environmental governance policy texts promulgated by the state since 2010,this paper systematically summarizes the key influencing factors considered in the formulation of rural environmental governance policies:governance subject and concept,governance content and mode,governance policy improvement,etc.To further promote rural environmental governance,it is urgent to strengthen comprehensive governance,advocate green development,adhere to correct concepts,and promote policy preference.
