配用电系统运营能力评估指标研究

Research on Evaluation Indicators of Operation Capacity of Power Distribution System

从运营能力的视角考察配用电系统的运行经营水平,提出相应的评估指标,为配用电运营能力评估提供有效参照和指标支撑是配用电评价研究的重要组成部分。首先,从供电企业的战略目标出发,分析了配用电系统的建设目标与配用电系统运营能力的基本内涵;然后,基于层次分析的原理建立了配用电运营能力评估的准则层指标;最后,分别分析各准则层指标,给出配用电系统运营能力评估指标选取的具体思路。将本文所述指标应用于配用电系统运营能力评价,可为分析、诊断和改进配用电系统运营工作提供支撑。

It is an important part of the power distribution evaluation research to investigate the operation and management level of the power distribution system from the perspective of operation capability,propose corresponding evaluation indicators,and provide effective reference and indicator support for the evaluation of power distribution operation capability.First of all,starting from the strategic objectives of power supply enterprises,this paper analyzes the construction objectives of power distribution system and the basic connotation of its operation capability.Then,based on the principle of AHP,the criterion level index for the evaluation of power distribution operation capacity is established.The indicators of each criterion level are analyzed respectively,and the specific ideas for selecting the evaluation indicators of the operation capacity of the distribution and utilization system are given.Applying the indicators mentioned in this paper to the evaluation of the operation capacity of the distribution and utilization system will provide support for the analysis,diagnosis and improvement of the operation of the distribution and utilization system.
