国家文化公园:文化治理的中国式理论阐释与实践探索

National Cultural Park:A Chinese Theoretical Interpretation and Practical Exploration of Cultural Governance

从概念上说,“国家文化公园”由我国首次提出并付诸实践,其独特之处在于“国家”“文化”“公园”三者的并置,兼具国家性、文化性、人民性,具有鲜明的中国特色。从实践方式上说,国家文化公园本质上是一个“以空间理解时间”的逻辑,通过集体历史记忆重构和沿线区域文化空间生产,以特定空间的形态展示时间的延展过程,集中展示中华文化生态系统和文化多样性。建设过程中由国家主导,在不同建设环节吸纳社会的多元主体力量进入,参与的各类主体作为文化治理的对象,不断接受和认同内含的文化传统与集体记忆,最终达到国家文化治理的目的。国家文化公园建设已成为推动国家治理能力和治理体系现代化的重要方面,多重维度理解这项国家治理的文化实验和实践,有助于塑造真实、全面、立体的中国文化品牌,向世界讲好中国故事、传递中国声音。

Conceptually,the"National Cultural Park"was first proposed and put into practice in China,and its uniqueness lies in the juxtaposition of"national","cultural"and"park".The juxtaposition of"national","cultural"and"park"has distinctive Chinese characteristics.In terms of practice,the National Cultural Park is essentially a logic of"understanding time through space",through the reconstruction of collective historical memory and the production of regional cultural spaces along the route,demonstrating the extension of time in the form of a specific space and focusing on the Chinese cultural ecosystem and cultural diversity.The process of construction is led by the state,and in the different stages of construction,the diverse forces of society are included,and the various subjects involved,as objects of cultural governance,continue to accept and identify with the embedded cultural traditions and collective memory,ultimately achieving the purpose of national cultural governance.The construction of a national cultural park has become an important aspect of promoting the modernisation of national governance capacity and system.Understanding this cultural experiment and practice of national governance in multiple latitudes will help to shape an authentic,comprehensive and three-dimensional Chinese cultural brand and tell the Chinese story and convey the Chinese voice to the world.
