地方高校大型科学仪器开放共享新模式探索

Exploration on New Mode of Opening and Sharing Large Scientific Instruments in Local Colleges and Universities

摘要 以优化科技资源配置、建设创新型地方高校为目标,探索大型科学仪器开放共享新模式。指出现有大型科学仪器开放共享平台质量参差不齐、共享意愿与共享需求不成比例、高校仪器管理者共享积极性不高、共享机制体制障碍等导致科技资源共享难以推广等“四大典型问题”;进而提出高校与第三方机构进行大型科学仪器开放共享的新模式、高校集中与分散的大型科学仪器设备有效汇聚的新模式、大型科学仪器公共服务平台专兼职人员激励制度的新模式以及引进“第四方”增加服务区域科技创新与产业发展的新模式、建设虚拟仿真技术与大型科学仪器共享管理相融合的新模式等“五大解决对策”。对解决目前地方高校大型科学仪器开放共享平台的弊端具有一定借鉴意义,可为相关高校大型科学仪器开放共享模式的建设提供参考。 Aiming at optimizing the allocation of scientific and technological resources and promoting the construction of innovative local colleges and universities,a new mode of open sharing of largescale scientific instruments is explored.This paper points out the problems of the existing open sharing platform of largescale scientific instruments,such as uneven quality,disproportionate sharing willingness and sharing demand,low sharing enthu-siasm of instrument managers in colleges and universities,and the difficulty in popularizing the sharing mode of scientific and technological resources caused by the obstacles of sharing mechanism and system,and puts forward a new mode of opening and sharing large-scale scientific instruments between colleges and universities and third-party institutions,the new mode of effective convergence of large-scale scientific instruments and equipment in Colleges and universities,the new mode of incentive system for fulltime and parttime personnel of largescale scientific instruments public service platform,the new mode of introducing the“fourth party”to increase scientific and technological innovation and industrial development in service areas,and the mode of integration of virtual simulation technology and large-scale scientific instruments sharing management.It is of certain significance to solve the disadvantages of the open sharing platform of large-scale scientific instruments in local colleges and universities,and can provide reference for the construction of the open sharing mode of largescale scientific instruments in relevant colleges and universities.
