数字赋能存量建设用地盘活利用研究

在贯彻落实新发展理念的背景下,耕地保护和生态环境保护日趋受到重视,国家层面更加强调自然资源的节约集约利用,严格控制建设用地规模过度扩张。在资源环境约束趋紧的情况下,存量建设用地盘活利用是当下活跃经济、解决供需矛盾的重要手段之一。本文对数字赋能存量建设用地盘活利用的实施路径和对策进行研究,建立存量建设用地分析管理系统,实现存量地块产生、处置、再利用的全生命周期管理,采用数字化、信息化手段为高效盘活利用存量建设用地提供支撑,助力区域经济协调和高质量发展。

In the context of implementing the new development concept,cultivated land protection and ecological environment protection have been paid more and more attention.At the national level,more emphases have been be placed on the land intensive and economical use,and to restrain the excessive expansion of construction land.Under the background of tight constraints of resources and environment,activating the existing stock construction land is an important means to energize the economy and solve the contradiction between supply and demand.Based on this,this paper studies the implementation path and countermeasures of activating and utilizing digital empowerment stock construction land.Through the establishment of stock construction land analysis and management system to realize the whole life cycle management of the generation,provide support for efficient utilization of existing construction land through digitization and informatization methods,and it will help achieve coordinated and high-quality regional economic development.
