市级自然资源综合管理平台的设计与实现——以黄山市为例

Design and implementation of municipal natural resources integrated management platform:A case of Huangshan

本文以黄山市为例,根据《自然资源部信息化建设总体方案》对“一张网”“一张图”、国土空间基础信息平台、自然资源业务审批系统等内容进行了整体设计,形成了市级自然资源综合管理平台总体架构,并简述了市级自然资源综合管理平台构建的关键技术;具体分析了市级自然资源三维立体“一张图”构建的常见问题,提出了市级自然资源数据治理技术路线和方法,明确了跨层级、跨部门的自然资源数据联动更新方式;概述了市级国土空间基础信息平台的定位、功能架构及主要功能;梳理了自然资源业务办理事项,分析了自然资源业务办理时需交互的相关信息系统及其实现方式。市级自然资源部门开展自然资源综合管理平台建设,对推动数字化转型升级具有较好的借鉴意义。

Taking Huangshan as an example,according to The Overall Plan of Informatization Construction of The Ministry of Natural Resources,this paper designs"one network","one map",land and space basic information platform,natural resources business approval system and other contents as a whole,forms the overall structure of the city level natural resources integrated management platform,and briefly describes the key technologies for building the city level natural resources integrated management platform.It specifically analyzes the common problems in building a three-dimensional"one map"of natural resources at the municipal level,puts forward the technical route and methods of municipal natural resources data governance,and clarifies the cross level and cross sectoral natural resources data linkage updating mode.This paper summarizes the positioning,functional architecture and main functions of the municipal land spatial basic information platform,sorts out the natural resources business affairs,analyzes the relevant information systems that need to be interacted when handling natural resources business and their implementation methods.It has good reference significance for municipal natural resources departments to carry out the construction of natural resources integrated management platform and promote digital transformation and upgrading.
