摘要
针对新修订的《安全生产法》提出“构建双重预防机制”的明确要求,结合航海保障领域航标、测绘、通信业务安全生产工作特点,通过条件危险性评价法(D=L×C)开展安全风险评价分级,构建航海保障双重预防机制,推动航海保障安全生产从事后处理向事前预防转变,提升航海保障本质安全水平。
In response to the newly revised Work Safety Law,the requirement of"building a dual prevention mechanism"has been put forward.In view of the characteristics of work safety in the domain of aids to navigation(AtoN),hydrography,and communication services,safety risk assessment and classification is carried out by virtue of the Conditional Hazard Assessment Method(D=L×C),and the dual prevention mechanism for navigation services is established,in order to promote the transformation from post processing to prevention beforehand in the work safety of navigation service and comprehensively improve the level of intrinsic safety in navigation services.
